Abstract

Wangen Village, Polanharjo District, Klaten Regency, had rural economic potential supported by approximately 70 micro, small, and medium enterprises in food processing, local culinary products, handicrafts, trade, and services. However, limited digital literacy, perceptions of complicated licensing, and concerns about taxation hindered formal business registration. This community service program examined these barriers through preliminary mapping, interactive legal education, individual consultations, and practical assistance with Business Identification Number registration using the risk-based Online Single Submission system. Printed pre-tests and post-tests were administered to assess participants’ understanding of licensing obligations and procedures. Educational discussions addressed business classifications, required documentation, food-production authorization, and halal certification, while individual assistance supported the preparation of enterprise information and registration documents, with practical attention to varied household business needs. Participants raised administrative questions and began preparing information required for formal licensing. The program transferred an MSME legality database to the Wangen Village Government to facilitate continuing assistance and planned follow-up monitoring. Available documentation did not report test scores, confirmed Business Identification Numbers issued, or economic outcomes, preventing quantitative assessment of effectiveness. The findings indicate that integrated legal education and procedural assistance supported registration preparedness, while verified formalization and longer-term enterprise benefits require additional monitoring and documentary evidence.
