Adolescent Mental Health Governance and Preventive Strategies: A Global Review of Public Health Frameworks

Adolescent mental health represents a critical global public health challenge, with increasing prevalence of mental disorders and associated psychosocial risks. This study presents a systematic review of public health frameworks addressing adolescent mental health governance and preventive strategies across international, national, and regional contexts. Literature from 2000 to 2025, encompassing peer-reviewed journals, policy analyses, program evaluations, and grey literature, was examined to identify governance models, intervention strategies, and systemic gaps. Findings indicate that effective governance structures, characterized by policy coherence, intersectoral coordination, and evidence-informed oversight, are foundational to successful implementation of multi-component preventive interventions, including school-based programs, family-centered approaches, community engagement, and digital solutions. Critical challenges persist, encompassing workforce shortages, inequitable access, monitoring and evaluation deficiencies, and cultural-ethical barriers, which limit program reach and efficacy. Integration of governance, preventive interventions, and evaluation mechanisms is essential for sustainable, contextually tailored, and equitable adolescent mental health outcomes. This review provides actionable insights for policymakers and practitioners seeking to strengthen public health frameworks, optimize preventive strategies, and enhance resilience among adolescents globally.
