Abstract

Integrating mental health into primary healthcare systems is increasingly recognized as essential for enhancing accessibility, continuity, and quality of care globally, yet comparative understanding of policy frameworks and implementation outcomes remains limited. This study employs a non-empirical, comparative policy analysis to examine the integration of mental health services across multiple national contexts, drawing on peer-reviewed journals, government documents, and international reports. The analysis identifies key policy instruments, systemic enablers, and socio-cultural factors influencing integration, highlighting recurring barriers such as workforce shortages, funding constraints, and stigma. Comparative synthesis demonstrates that countries implementing multi-level strategies combining governance coherence, task-shifting, technology adoption, community engagement, and monitoring mechanisms achieve superior outcomes in service coverage, clinical effectiveness, patient satisfaction, and cost-efficiency. The study underscores the interdependence of structural, operational, and contextual factors in realizing sustainable integration and provides a conceptual framework for translating policy into practice. Findings offer actionable guidance for policymakers and healthcare administrators seeking to enhance mental health integration within diverse primary healthcare systems worldwide.
