Abstract

This study provides a comprehensive policy review of national education transformation frameworks with particular attention to curriculum reform and educational innovation. Employing a qualitative, non-empirical analytical approach, the review synthesizes policy documents, strategic roadmaps, and comparative reform models to examine the coherence between reform vision, governance mechanisms, and sustainability strategies. The analysis identifies three interrelated dimensions of transformation: conceptual reorientation toward competency-based and digitally mediated learning, institutional restructuring that enhances professional agency and adaptive governance, and long-term sustainability mechanisms emphasizing equity and systemic coherence. Findings indicate that successful curriculum reform depends on the alignment of normative policy discourse with operational capacity, including teacher empowerment, decentralized decision-making, and robust evaluative feedback systems. Furthermore, equity-oriented strategies are critical to preventing innovation gaps and ensuring inclusive educational outcomes. The study contributes to the discourse on large-scale educational change by demonstrating that curriculum reform functions as a multidimensional policy ecosystem rather than a technical instructional adjustment.
