Abstract

This article examined conditions under which digital market mechanisms support efficient resource allocation, sources of market failure, and corresponding policy considerations in Indonesia. A descriptive qualitative, narrative theoretical literature review synthesized purposively selected scholarly publications and Indonesian regulations through thematic classification, conceptual comparison, and deductive interpretation. The analysis identified competitive price coordination as a theoretical benchmark for allocative efficiency when prices reflect relevant marginal costs and benefits. Market power, externalities, public goods, and asymmetric information can disrupt this allocation through distinct mechanisms requiring differentiated responses. In digital commerce, adverse selection, moral hazard, switching costs, and platform concentration may constrain competition and informed transactions. Digital payments, reputation systems, and enterprise capabilities can improve transactional coordination, but gains in sales or productivity do not independently demonstrate allocative optimality. The review developed a three-layer conceptual framework integrating price and competition mechanisms, reliable information infrastructure, and proportionate government regulation. These layers provide complementary conditions for addressing allocation distortions while preserving legitimate market incentives and investment opportunities. Indonesia's electronic commerce and consumer protection frameworks offer relevant institutional foundations, although their effectiveness was not empirically assessed. The narrative design and absence of transaction-level observations limit conclusions about actual welfare gains, optimal allocation, and regulatory impacts.
